Guterres announced plans to appoint an advisory committee on artificial intelligence in September to prepare steps the United Nations can take. He also said he would react favorably to a new United Nations agency on artificial intelligence and suggested the International Atomic Energy Agency, which is knowledge-based and has some regulatory powers, as a model.

Woodward said the UK was keen to encourage a multi-stakeholder approach to managing both the enormous opportunities and risks AI poses to all of us, stressing that this will require a global effort.

He stressed that the benefits are huge, citing the potential of AI to aid UN development programmes, enhance humanitarian aid operations, assist peacekeeping operations and support conflict prevention, including through the collection and data analysis. It could potentially help us bridge the gap between developing and developed countries, she added.

But the risk side raises serious security issues that need to be addressed, Woodward said.

Europe has led the world efforts to regulate artificial intelligence, which has gained urgency with the rise of a new generation of AI that gives AI chatbots like ChatGPT the power to generate text, images, video and audio that resemble human labor. On 14 June, EU lawmakers signed the world’s first set of comprehensive documents rules for artificial intelligenceremoving a key obstacle as authorities around the world scramble to curb AI.

In May, the head of the AI company that makes ChatGPT told a US Senate hearing that government intervention will be key to mitigating the risks of increasingly powerful AI systems, saying that while this technology people are worried about how it might change their lives, and so are we.

OpenAI CEO Sam Altman has proposed the formation of a US or global agency that would license the most powerful AI systems and would have the authority to revoke that license and ensure compliance with security standards.

Woodward said the Security Council meeting, to be chaired by British Foreign Secretary James Cleverly, would provide an opportunity to hear expert views on artificial intelligence, which is a very new technology that is developing very rapidly, and to initiate a discussion among the 15 board members on its implications.

British Prime Minister Rishi Sunak has announced that the UK will host an AI summit later this year where we can have a truly global multilateral discussion, Woodward said.
